Yes...pollution it is...
Just look at the worker to the right of Tblisi...he seems to be "brooming" the pollution away.
Also notice the size of both orange stuff present in the map...there is less poluttion where the worker is cleaning, meaning that he's half way thru.
They had to color the pollution in orange because the modern age looks already so black and dark. (and ugly)
