For me when the High Council meeted in my capitol and I accepted, it never did anything. Is it me or does the High Council screen do nothing at all?

The only thing the high council does is to provide some comic relief. Especially during a revolt to change government. Try checking the council after you have triggered a revolt, its a gas!!

Their "advice" is worthless. It is very generic and not very good. A classic example is the military guy, after you have reduced the AI to a single pet city surrounded by your tanks, calling for more barracks.

But the military guy does sing well, though!

I've never used the High Council in my life.

For some of the features in civ2 you need the cd, which might be the reason why nothing happened... But as the others said, useless anyway:)

I have never used the High Council for more than laughs and giggles. After a while (probably when I patched in MGE) the screen stopped working even with CD

....did it affect my gameplay? Not a bit :)

Don't worry about it

I didn't have the CD I downloaded it off this old game website but I got rid of the game after getting III.

lol i live the comic relife provided

"give me more units noble leader, so that i may drive my sword in the beating hearts of our enemy"

It is lots of fun to try and make them all say nice things to you. It is impossible, as whenever you increase science funding, the attitude dude is all up in your face.

But it is really useless, i am at future tech 3 and they tell me to increase science funding.

yea lol, my best was scince tech 47 in the year 2017, i was destroying the last roman city, i was American Democracy, and my scince advisor told me we are falling behing, maybe its because i sent scince to 0% so i could afford tanks to crush there city, and well maybe future tech 47 isnt high enough lol

It's been months since I played but I think for the PS, it's 255 future techs, that is possible at least the Emperor level. At that point I can get all but one of the advisors to say something good. The foreign minister always wants you to trade technologies as a window of opportunity. But that's a no no.

And if you give the AI the map when you can see it all from the Apollo, the PS version glitches because I don't think the AI can handle the sight of your mighty civ.
