I'm not crazy about this idea. In my mind forums like CFC are a last bastion of an egalitarian internet. Adding gold stars to power users' portraits doesn't make CFC a more interesting place for me (and, no, I'm not bitter that the highest Civ 5 GotM finish I've had is 2nd 
).
Another thing to consider: CFC is hugely fragmented. This forum covers more than two decades of releases, and what is relevant in one sub-forum doesn't mean much elsewhere. Even if you look at a single game/expansion the competitive game options are diverse. We have HoF players and *otM players. Those attract different crowds - even if there is some crossover. The customization/mods forums are at least as popular as the competitive play forums - what kind of medals should we give those users?
Finally, Civ5 has additional problems with the competitive play games regarding the ease of cheating. Adding more incentives to do well is unlikely to help in that regard.
That said, I do agree that it would be nice to have more people participate in the competitions. I just don't think this is the right way
