I believe (i.e. I'm not sure) that reloads to avoid domination are allowed in the HOF, but as utilities such as dianthus' mapstat are now widely used this could also be banned without much impact. I can't imagine SirPleb and Moonsinger needed to reload to avoid domination.
This could be an issue in 100k games where you often will get 10+ border expansions in same turn. If you play close to the domination limit you may easilly cross it by accident even with mapstat (in my 100k game I stopped expanding when i was around 200 tiles away from limit, and in end i was around 50 tiles away I think.. had I founded more towns I would have had to pay very close attention to expansions each turn to prevent going over.

P.s. Another situation, when going for say a 20K Cultural Victory....you've just built The Internet......low and behold ALL your cultureless cities expand 5 turns later! ;)

...in the middle game it can be difficult to figure out if you have several cultured cities (viz. culture > 10 or > 100) clustered together. It can be easy to exceed the Domination Limit in this situation.

For example: You're 1 under the DL....you abandon a city thinking you are "Re-claiming" 9 squares and build a new 9-square city somewhere else. BUT, you forgot that a city near the "old" city has say 150 culture points and thus the Borders were NOT actually reduced in such a way as to give you the 9 squares you thought you were getting! ;)

At the beginning of the milking cyles (during the city relocation phase), I usually save my game multiple times to check it with Dianthus's Mapstat to see if I miss anything. Plus, I like to have it jump there for me. I can't thanks Dianthus enough for that program; sometimes, I feel like he originally built it just for me.:)

Well, originally I did write it just for you! I started CRpMapStat because you asked me if I could do the same as MapStat but for C3C. It's sort of evolved a bit since then though!

We have some technical geniuses here, so before any of you get any ideas, the ban of adding workers to starving/rioting cities also applies to Settlers!
