Does anyone know what exactly determines what city will be your holy city when you found a religion? Is it just random, because I usually want it to be my capital, but then it's not and I get sad.

I dont recall ever getting a holy city in my capital. It seems to favor other cities, and even other holy cities before it will ever put it in your capital.

It always seems to go into a small city for me. I'm not sure if it goes by least population or least culture, though.

Others have said they get it in their larger cities, however, so that may not always be the case. It may be that there's some kind of percentage calculation that the program uses to figure it out. You should post in the Customization thread about that and see if anyone knows the formula and then you can modify it to put it in your capital.

It's definately not purely random. Do this for example: Found a religion while you have only your capital, which makes it the holy city. Then found a second city, and research another religion tech - and the new holy city will always be your second city, never the capital again. Then found a third city, and research yet another religion tech first - and again, the new holy city will always be your third city, never your capital or your second one.

I guess it's either a) choose a city at random, but ignore cities that are holy already (if possible), or b) choose the city with the least percentage of religious population.

That's frustrating, but thanks for the answers guys.

I belive when a city's production food etc is calculated for a turn, its science output is put towards the currently researched tech, if the city's science fills what is needed for the tech, that city 'discovers' the technology and anything that goes along with it, in the case of a religion, it founds that religion.

Im not sure if this is correct, but its the best answer I can come up with!

Not true. I have seen a 3rd religion go into my 6th city and not the third. Perhaps it is the newest city founded? :)

 My statement about "always the 3rd city" was meant for my specific scenario (3 cities only). That's why I had written later, "a) choose a city at random, but ignore cities that are holy already".

But I like Kerian's theory even more.
