Hostility of IPs scaling with difficulty

I've found that of the last 4-5 games I've started (all on Deity, all since 1.2.5), that IPs are about 75% hostile. Does anyone know if this scales with game difficulty? It would make sense but I can't find anything in the difficulty level description regarding the likelihood of spawning hostile IPs (as opposed to neutral IPs).

On Immortal also most of the IPs are hostile.

I figured. It just seems like a sudden shift post 1.2.5. Before I was experiencing maybe a 60-40 hostile/neutral split. Now its 75-25. During the first month or so I played on Viceroy and Sovereign while learning the game and believe it was closer to 50-50 or even 40-60.
 
Agreed. Anecdotally I just started a game and my capital is surrounded by four hostiles. Always deity. Anecdata for sure but I've noticed the same phenomenon of increased hostility. 75%, maybe more were hostile on the 25 IP map I just played before getting 1.3.0
 
As far as I know, without adjusting the actual hostility value, each independent has a pre-set hostility (that means Hattusa will always be hostile, no matter what), however, it's not out of the realm of possibility you are getting more hostile independents either way.
 
I was thinking something was off. I've been playing mostly with friendly, but I recently have been playing more on normal.

This is certainly true, but a host of IPs are set to "neutral" (as opposed to hostile or friendly). The hostile/friendly split of these neutral IPs seems to be affected by the difficulty level, at least anecdotally.
