Those costs for everything were driving me crazy.. so guess what I just did.

1/2 cost of all techs

and 1/3 of all buildings/wonders/units etc .

Though Settler is awfully expensive...

You are right. Research and production are too slow, I also increased speed in CIV4GameSpeedInfo.xml file.
