A district that unlocks a bit later than Neighborhoods (maybe cusom civic, otherwise probably ideology). Ive already done some of the traits, unfortunately my modding skills suck.

2/3 of the cost,
-1 amenity if not adjacent to a entertainment complex/theater square and
standart (+1) culture adjacency for each adjacent theater square
-2 appeal for adjacent tiles
1 maintanance
I don't really know if they are called housing blocks, in the ex communist eastern block we call them "Sídliská" or "Paneláky" or similar. They are basically very cheap and hideous 5-12 story buildings from the 70's. As mentioned earlier I already tried to make some of this, but it doesn't show in the game, probably bcs. ive just copy pasted the graphics and 3d model from JFDs Naukograd
