how can i custom my own civ?

hello! i would like to custm my own civ, just like in civ1 and civ2 . naming the leader like myself and naming and choosing the abilities for the nation. however can't find anywhere it in the start game.
can anyone explain to me how can i do it if i can?

underneith the picture of the leader you can go to one of the buttons underneith and change the name of the civilization and the leader

that only changes the names that doesnt change the abilities, to change abilities you have to use the editor under civ.
