How can I increase..

From your post it sounded like you should not buy any card that you would not put in a new computer in the future.

My point was if he bought one for a future computer, it would be better to wait because it would be $300 card now, but that same card would be $100 when he actually uses it in the new computer. So why not buy a mediocre card now that is just powerful enough for his P2, then when his new computer comes around, buy the $300 card (which would now only cost him $100) instead of salavaging the card.

EDIT: And there is no doubt about the fact we agree on the memory. There would be no salavging that.

Heres what is happening:

Im popping a $50-75 video card that I buy myself in my 300 mhz

Im popping a Radeon 9700 or something to that extent in my NEW computer.

Good call :goodjob:

Make sure to tell us how you like it when its up and running

I will dispute that. You can never have enough RAM in a computer running Win9x or newer.

The speed increase has nothing to do with the CPU, it's entirely a case of RAM being faster than your HD. If you starve the system of RAM, it will be forced to use the much slower HD for virtual RAM. A modern game on Win9x will suck huge quantities of memory.

The second point will probably be true as the speed of motherboards have drastically increased and you need maching memory ... but the cost of P133, or even P100 is sooo low that I fail to see why anyone would not want to fill up all their memory banks.
