how do I add resources on civ

Well, one thing I noticed right away is that you have the Appearance ratio set to 3. If I remember right from PTW, luxury resources are set to 0 and then the distribution is randomized from 50%-100% of the # of players in the game (i.e. 8 players = 4 to 8 resources on the map).

If you do set a ratio you would want something like 100 or 120. That number is multiplied by the # of players, divided by 100, and rounded down. So a ratio of 100 would yield 8 resources on the map. Setting it at 3 yields 0 resources on the map.

"Resource appearance/disappearance: Appearance ratio is for map generation only. Disappearance ratio determines the movability, since every time the resource disappears, it will reappear elsewhere. A ratio of 10 means 1/10 chance of resource "moving" every turn."

I set the Barley resource Appearance ratio to 0, and yep, it fixed it. Screenshot:

Since I set it to 0 with 8 players, the resource appearance was randomized from between 4 & 8 (50-100%). The actual # of appearances was 5 - 3 in the pic above and then 2 others not shown. Personally, I'd just set it to 0 like all the other luxury resources and leave it at that.

However, notice the purplish lines I've arrowed to. You'll have to do what Vuldacon wrote in post #18 and make sure the frame color surrounding the barley resource in your resources.pcx file is the same yellow color as the rest of the frame, otherwise it will show up in-game.

One other thing to keep in mind - since you have barley as a luxury resource there is another pcx file located in the City Screen folder called "luxuryicons_small", which contains the icons used to display luxuries in the City View screen:

You'll have to copy that file (it's located in the regular game folder not in the PTW folder), paste it into your mod's city screen folder, and add the barley resource icon to it if you want it to display correctly in the city view. Pounder (and Vuldacon) write about it a bit here - relevant portion for you would be towards the end of the first post.
 
I set the appearance ratio to 0 and what should the barley size in luxuryicons_small
 
The box size is 21x21px. The second row is only duplicates used to help with creating the palette, so any of those can be replaced by more new luxuries. However, Civ reads the file left to right, top then bottom, so you'll want to place your barley icon in the first duplicate slot on the second row.

You're not replacing the dye. It's located on the first row, third from the left. What will happen with the way you've set it up will be that the barley luxury will show up as a dye. Barley is your 9th luxury so Civ will look at the 9th box, which is the second row, first box.
