Well, one thing I noticed right away is that you have the Appearance ratio set to 3. If I remember right from PTW, luxury resources are set to 0 and then the distribution is randomized from 50%-100% of the # of players in the game (i.e. 8 players = 4 to 8 resources on the map).
If you do set a ratio you would want something like 100 or 120. That number is multiplied by the # of players, divided by 100, and rounded down. So a ratio of 100 would yield 8 resources on the map. Setting it at 3 yields 0 resources on the map.

"Resource appearance/disappearance: Appearance ratio is for map generation only. Disappearance ratio determines the movability, since every time the resource disappears, it will reappear elsewhere. A ratio of 10 means 1/10 chance of resource "moving" every turn."
