Inquisitor needs to be adjacent to the city center (ring 1 tile). But with a decent road network you can shuttle one inquisitor around quickly enough to cover multiple cities.

Uggh. That explains why they never seem to die despite closed borders and my active herding of them... And they never seem to be virgin GPr so a DOW seems like overkill.
Yeah, unused GPrs are more worth DOWing over than used GPrs. A GPr with 4 or more spreads left can be planted to form a Holy Site, which is a nice benefit. Of course you need to otherwise be ready to DOW.
I agree that unused GPrs are worth DOWing over! Is there a way to tell how many spreads a GPr has pre-capture? I don’t have a moral objection to reloading, but I try not to...

I found the best way to stop it is to ring your 1st ring with military units. I always love a large Military so it works out great for me. Always ring your capitol 1st.
