How do I limit Culture Flipping ?

Im very new to Civ3, and Im finding my towns are being taken
over, without force.

I gather its from the opposition culture being alot higher than mine. Other than building temple etc to increase my culture does maintaining units inside the city help ?

The game im playing at the moment I lost my city and units in the city ?

You eliminated the best way to prevent it. ie. Build culture of your own. Eliminating the enemies culture would work as well. Attack and raze the AI cities. You won't be able to keep them if your cities are flipping.
 
Additionally to the comments above, having more units in the city makes it less likely that the city flips, also increasing the happiness of the people helps.
 
IIRC, cities flip based on:

* The number of happy vs unhappy citizens,
* The number of your citizens vs those of another civilisation in the city,
* The relative total culture of your civ to the other civ
* The distance of the city from the respective palaces,
* The number of city terrain tiles controlled by each civ and,
* The accumulated culture in that particular city.

The "best" strategy to prevent cities flipping is to keep your total civilisation culture up with or greater than the AIs. In cities that are "suspect" (unhappy people, border cities etc), ensure that you keep the people happy, and build (rush build if necessary) libraries, temples, cathedrals and universities to generate culture.

Also do things to keep the citizens happy -> turn them into entertainers, make sure you have roads to the rest of your empire and lots of luxuries etc.
