How do I prevent culture flips?

Well I never lose cities to culture flips after capturing them. I always garrison with lots of units. One for each foreign pop, an additional unit for each resistor, and one for each tile within the city radius held by the foreign civ. After the resistors are gone, and producing some workers or starving the place down, you can move your units on to the next city. It takes strategic planning.

So even a city of size 1 or 2 still could require 7 or 8 or more units to keep if there are a lot of tiles belonging to the foreign civ within its city radius. Oh, and units like artillery do not count.
 
There are a few things you can do...have more troops in your towns on the border...have a greater population...(past 6 is good), and have some cheap cultural improvments (temples)..
 
Another strategy to reduce the risk is an massive attack.Try to take not only one city, try to take on or two more.This reduces the "pressure" from foreign tiles in the city radius.

In a SG I'm in, I recently lost a Cav ARMY, an couple of infantry, a couple of cav, and some artillery to a size 1 city with one happy citizen who had access to 6 or 7 lux. Anybody that tells you that you can put X units in a city and prevent a culture flip needs to quit posting and sack some cities.

Seriously - I hate culture flips. And anyone who also hate culture flips - is one I call friend.

To prevent them flipping you can:

1) put them to starve so they go to size 1, then add your workers to it, or let it grow with your own citizens
2) put them to produce workers
3) put them to produce settlers
4) build a courthouse
5) build libraries, universities: expand/ improve your culture
6) put lots of (obsolete) units inside to stave off any flipping (this will depend on your culture, their culture, the size of the city...)
7) annihilate that AI civ
8) check the flip calculator
