1. Keep a team of Settlers/Engineers handy for cleaning up polluted squares whenever they appear. Global warning only occurs when at least 9 squares have been polluted for a long period of time.
2. Build improvements like Solar Plants, Mass Transits, and Hydro Plants. They reduce the chances of pollution appearing on the map.
Having Solar Plants not only reduces the chances of pollution appearing on the map but also lower the chanches of global warming for the same number of polluted squares.
I've never heard of ways to turn it off. The easiest way is probably to avoid pollution from the beginning.
The three main ways of reducing it is to acceptible levels:
Don't use nukes frequently, if ever.
Build Hoover Dam.
Build Mass Transit.
As mentioned above Solar Plants should also be used in later game.
The gobal warming feature cannot be turned off. You just have to deal with it. Actually, its pretty easy to avoid, just do not go crazy throwing nukes around and put engineers to work cleaning up the pollution asap.
I never heard of Global Warming being turned off, but there are many scenarios (ww2 for example) where pollution is disabled: you can see hundreds of yellow triangles, you never see a skull.

The pollution itself also causes harm to the square it is situated, so it's a little different from disabling GW, but it would definitely be an alternative.
