how do i turn off corruption?

I tried creating a scenario in which I slid corruption to "off" in each difficulty level but it didn't work apparently because there is corruption in my game still.

Is this game broken in addition to being strategically shallow? How does one turn off corruption?

why did you try being an equivalent of an oppressed sweatshop worker?
 
That option is broken. You can set the corruption factor to 0 for all difficulty levels, but I'm not sure that will completely remove it. Also, each corruption-reducing improvement removes 25% of the base corruption so 4 of them in a city should completely eliminate corruption there.

I have more than four improvements set to reduce corruption, and with all of them built, I still have a minor amount of corruption in my cities, with considerably less than the maximum optimal number. It is, however, only a minor annoyance, rather than being a major headache.

If you can't see the vast qualitative difference between a 2 minute scenario and the sorts of scenarios needed to purge civ3 of its strategic shallowness then you are a dim one indeed! (its like the difference between having a kid do some chores around the house and child labor)

The are the changes you can make to eliminate(?) corruption.

GOVERNMENTS
Corruption and Waste - Minimal

WORLD SIZES
Optimal Number of Cities - 1000

Also try adding Forbidden Palace and a Courthouse effect buildings if corruption is still there


The two options under DIFFICULTY LEVELS will only change corruption for the human player.
 
So Civ3 is a game that lacks strategic depth. You've tested a 2 minute sceanrio to verify and found an item that is broken. You know that there are some good scenarios out there that purge Civ3 of it's strategic shallowness. What suggestions do you have on which course to pursue from here?
