How do units get experience w/o combat

I have some games where many of my opponents units have gained experience w/o combat. I am aware that they can gain experience through the barracks and huts but this person had 20 knights at my city and every one had 8 exp points. How can this be?

How can i give my units experience w/o them conducting combat?

That's not hard. Barracks(+4XP, +3XP in Warlords), Vassalage (+2XP) and Theocracy (+2XP).

Stable +2 xp
Vassalage Civic +2 xp
Theocracy Civic +2 xp

Though actually I guess that would be 9xp so I'm not sure what he was using to end up at exactly 8.

I missed the stable, but we don't know what version is being played. Smells like the vanilla version with the 8XP. Barracks is 4XP in that one.
