How do you build roads in the ocean?

Hello all, I have played Civ 2 for some time, but I have yet to understand the vast number of tricks and different strategies. One thing that I have tried to do without success is to build roads in the ocean, how do you do it?

In Civ II you don't. I think it's listed as a cheat/trick on the site, but it only works in Civ I.

Well, you can, but not directly. Anyway, you need to go into the Rules.txt and make your settlers/engineers able to transform terrain into ocean. Then you build railroad in a square, and transform it into ocean. But don't ask me the benefits of this.

And before you ask, I have don't know how to make settlers/engineers able to make ocean.

Actually, there is a trick that is not a cheat that you can use. First, build a transport. Then, load on your engineer and take it to where you want the railroad. Finally, activate the engineer and tell it to build a railroad. you may need to build a road first.

Sorry, but you can only do that in Civ I, not Civ II.
