How do you develop water starved cities?

Uh, I just raze crap cities with no water and rebuild.
IMO they get rolling faster in good spot, than trying to make something out of them in bad one.
That being said, what do you really need from a city besides commercial hub...
 
Better to settle on river, coast or where you can build an aqueduct and buy the tiles needed to get the resource or luxury. If it's not for a resource or luxury why are you building it?
 
I don't think I've ever settled a city without any water even once, so I can't speak for that :s

Coastal ones are generally fine though, just prioritize getting a granary right away. Otherwise it's not a huge difference compared to fresh water ones, just 2 housing. You can live with slightly lower pop until you get neighbourhoods I think. I tend to treat them more or less the same
 
If I'm building in a city intentionally that will be water starved, it's for one of three reasons:

1. to obtain new amenities.
2. industrial/entertainment district bonus stacking
3. map tactics (i.e. there is a chunk of land I want in my cultural borders and not my enemies). For example a strategic isthmus of land or a waterway with a panama/suez canal effect.

With that said, I won't put too much effort into ensuring its growth early as late game tech/civics will assist in additional food generation. Besides, I didn't build the city in the first place to watch it grow; I wanted the land for other reasons. Each of my three reasons require tiles around the city so my focus is on culture in order to accelerate tile acquisition. Until I have the tiles I want for district building/amenities improvements/defense, I'll focus on building settlers/builders/traders after I've got some culture generation (monument/policies/theatre district. Occasionally, I may be pressed to buy a tile or two but prefer to spend elsewhere if able.

It's certainly my preference to not grow the city greater than 3 until the amenities I build the city for in the first place are improved.
 
One option I don't believe has been mentioned yet - if you have the city state Mohenjo-Daro in your game, becoming the suzerain will give all your cities full housing as if they were on a river.
 
Hm, the more I play Civ 6 the more I settle with no water access. On purpose. Reason? A pop 4 city can have 2 districts. And it won't be unhappy (well, not very much at least). If it's pop 3 it definitely won't be unhappy, but then it can only have one district (commercial usually). I think having 3 crap cities is much better than 2 medium sized ones. They pick up resources and territory much better than 1 big city, and you don't have to spend gold on buying tiles, etc.

So my answer to OP question would be: How to develop water starved cities? Found 2 more water starved cities 4 tiles away. That makes 6 districts in 3 pop 4 cities. + adjaceny bonus, if you found them close enough to each other. You'd need a size 16 city to get those 6 districs.

If it's the capital however ... Well, then I would found a 2nd city at a river location asap.
 
Wouldn't building districts in them take forever?

Sure, internal routes could help, but that means not using them for more imporant things as well as wasting their food bonus due to city low housing.
