How do you get rid of someone in a PBEM?

How do you get rid of someone in a PBEM game? I'm in a game right now where one of the guys won't send the file along. I am the game host. He won't respond to my e-mails. I don't know if he's on vacation or just quit playing. Does anybody know?

You replace him with someone else.
- me for instance
