how do you initiate another UN vote?

I am playing an mp game with 2 others and some computers. When fthe UN was first built no one got enough votes to become secretary general. How do we initiate another vote?

the voting for secretary general every set number of turns. If noone is elected, then there is a new vote a few turns later (3-5 turns).
