How do you know if a civ will use nukes?

I'm not that old, but I used to (try to) play some of my Dad's old boardgames. No one would play against me, so it was kinda boring...

When I got my first game with offset squares, I adapted very quickly, in less than a day, if I remember correctly. It may have been because I had played SimCity 2000 alot. I still do, but now it's only like once a year or so. (Too busy playing civ2 )
