How do you use the U.N.?

Okay, I built the U.N. Now how the hell do I call for resolutions? I can't figure it out. It's been sitting there in my capital for (I think) 2 turns now and there's been no call for elections or anything. Do you have to wait a certain number of years for it to become 'active' after building it, or what? Or is there a button somewhere I'm missing?

This is a normal game with all the defaults, so there shouldn't be any issues of diplomatic victory being turned off or anything like that. Help!
 
I'm not sure why it didn't prompt you for elections or polls in your game, but I built it in my last game and easily won election after election to become Secretary General. Then about every 2-3 turns or so it would prompt me to call another vote, allowing me to choose the topic or dismiss voting altogether.

I used it twice to establish a world currency and open trading (both increased the number of trade routes/city), once to establish "Free Speech" as a global civic, and several times to try to give myself a diplomatic victory although I always fell about 40 votes short. I finally had to win a space race victory.
 
Is it possible to use the UN without going for the diplomatic victory?

I'm thinking that it would be nice to pass some UN bills globally, this could make the game more interesting.

You don't have to get the diplo victory if you have the UN built. To get the victory you need to become the UN secretary general (which means you either gotta build the UN or have the highest population in the world aside from the guy that built the UN, and then win the election) and then you need to propose the vote to get the diplomatic victory, which requires 60% of the votes to go to you, each nation getting a number of votes proportional to their population.

If you don't want the diplo victory, then don't propose the vote for it.
 
Last time I built it I was aiming at the Space victory, but I almost lost, the AI voted some other civ the Secretary-General and started voting for a winner. The other civ just nearly didn't have enough votes. Next time I don't build it ;)
