How does the AI use specialist citizens?

How does the AI use specialist Citizens? Recently I played around with tile yields modifying the DyP mod for PtW and at one point had set it to allow cxxc spacing and cities with growth to 21-22 population. Tons of excess food and specialist citizens that I set as tax collectors. The exercise made me curious whether anyone had figured out how the AI uses them (specialist citizens) in Vanilla, PtW or C3C. This seems like an area ripe for exploiting AI weaknesses. Anyone know anything?

How does the AI use them? Poorly, from what I can gather, at least in C3C. That's all I play. It likes entertainers and I rarely see any other type of specialist when I investigate its cities. If you dig around in "Succession Games" and "Stories & Tales." you should be able to dig up screenshots where players have investigated AI cities and posted screenshots so that the whole team knows what's going on. Maybe that will help answer your questions.
 
They use clowns and nothing but clowns.

Not so. I just finished a game at monarch where I took down the Byzzies in the late game. Every town (about 12 all told) had a taxman, and one had a clown in addition. Unusual in my experience, but not unprecedented.

Uh oh... But that's a totally different story! Conquered cities doesn't count. What we are talking about is how the AIs use specialized citizens when they control the cities.
 
I've seen scientists and taxmen from conquered cities. I'm not sure if that's the governor doing that as soon as I've taken it tho.

Governors wouldn't have a reason to make taxmen, given a highly discontented pop. Making half a dozen clowns would be more to the point. So I have to think that if you see non-clown specialists when you take a city they were there before you took it as well. In fact, resistance is going to be high enough that any specialists you see immediately you take a city were almost certainly there to begin with.

Hmmm, I have encountered taxmen, clowns, and police, I do not recall a scientist. Mainly it was taxman and clowns. I could not understand the clowns since I normally have a fair number of luxuries on my custom maps, so clowns would not be needed.
