How does the "great generals" promotion work?

I'm unsure as to how the "great generals" promotion works? The one that means "is more likely to create great generals"? Does it mean it has a small RNG possibility that a GG will appear even though you haven't gathered enough GG points?

Do you feel there should be an analogous "Great Admirals" promotion for naval units?

It is just faster increase GG number from fight(give more GG points than attacks of the same unit type without that promo)

Afaik it increases the amount of GG points you gather per XP received.

Why? Is this some kind of inequality you're fighting against? is the naval gender beeing treated unfairly?

If you zoom in on the GG you see that he is an evil cis-gendered white male, while the GA is a dark supply ship (with many flags, too, to signal its diversity). So clearly the GG is oppressing the GA to spawn more often!
The solution is to get Open Borders with all overseas civilizations to try to get their GAs to migrate to you; what will actually happen, of course, is that instead of more GA you will get their plebians as migrants and tourists instead and then lose by CV

This only has to do with Civ5 btw no RL parallels intended
