How does the new science system work?

If I want to build the Waffen-SS, how long do I have to wait to build that Project? Or do I have to earn experience with my standard infantry first or something like that?

I m not a dev but also rather new to this mod.
But I can build Waffen-SS in the one city where I have a Military Base.
