How is the final rank calculated?

I just finished a game playing as France in Prince game difficulty. I was doing quite well and was the first in the modern era. Then all of a sudden I got the Cultural Victory cut scene. I hadn't even finished the Eiffel Tower. But my rank was the one before last (something about "the unready"). What do I need to do to get to the top?
 
It's your final score plus some bonuses for the turn number isn't it?
 
My guess is that it's similar to Civ V:

Population of your empire
Number of tiles in your empire
Number of World Wonders in your empire
Points for progress thru the science & civic trees with extra points if you are so slow to win that you complete the trees and start repeating techs/civics.

Every one of these is something that the more efficient at winning you are, the lower your ranking will be.
 
This seems completely different than Civ 5 to me (where I almost always got Augustus Caesar). I think the only way to get Augustus this game is on a huge map with lots and lots of cities. Population seems to be a huge factor in your score.
Proof is my highest score has been my only domination win. Early victories haven't meant anything on my ranking.
 
I've had two different science games where my turn times were ~70 turns apart. Absolutely no difference in the score at all. I think turn times may have no impact at all?

I'm pretty sure this is the case, at least with me. Bug or feature I cannot say. It seems to be based off your raw in game score with no multipliers for difficulty level (even the Let's Play deity wins get no where near Augustus) or time of victory.
