Well, I dwelped into www.urbandictionary.com and discovered that dwelp isn't in there. John, since it is your word, I say that you do the honor of submitting it.

But what's the definition? I think it's a portmanteau of "delve" and "welp." But I'm no authority on the subject.

Me neither. I don't have the "Expansion 2" folder under DLC. I have a feeling that it's related to me being outside US and having release date at June 12.

It does not seem to be regional specific, even me (yaay) at CET has the download.
Curiously, my account on my parent's computer does not have the files.
Same sort of thing here; I successfully obtained the "expansion 2" folder on this PC (my main one) however the PC I had prior to this one, which I still keep as a back-up, only downloaded the art files, not the "expansion 2" folder. The same steam account is used on both.
