How to add new civs in senarios.

The senario in question is the Peloponnesian War in warloads. I opened up the worldbuilder and looked and played but apart from just being able to modify the original civs in there, I can't add in another one- there is no option to. Also where is the terrain option for roads???

Honestly, does anyone else think the Civ3 editor was better and simplier. Is there any other downloadable editor?

If you want to add a civ, you will have to open the WBSave in Notepad or any text editor. This will be complex and I don't have time to explain it now, but roads are located under either terrain or terrain features tab of the terrain editor.
