How to build embassies?

I have had this problem for a long time. After I get writing, I'm asked if I want to build an embassy. I usually say yes and build embassies to all known civs. But later in the game, if after meeting some more civs, I want to build more embassies, how do I return to the embassy screen?? The rules say click on the city screen, but I cannot find any buttons for embassies in the city screen. I am totally frustrated by this and have been for over a year. I am currently playing c3c.

Either click on the star symbol at your capital on the map or press shift-E or click on the 'E' button in the lower right corner of your screen.
