How to change start position by editing WBsave?

Let me rephrase the question. I start a random Terra map, save it as a WBsave, then open it up in notepad. I change the line

StartingX= , StartingY=

For each civ, basically swapping them around so they start close to real world locations. But when I open the altered WBsave in the game, the civs are still in their original start locations. What did I do wrong?

I guess, you should look, there UNIT_SETTLER and _WARRIOR/EXPLORER of the civs are mentioned, and move these entries around.
