How to edit the diplomatic relationship

I found the diplomatic relationship modification of “-4 you are getting ahead of us” is not realistic to my taste. It feel too gamy and should be included only when the AI play to win option is turn on. I want to get rid of it.
Can anyone tell me which file should I edit?

Agreed. I find that the AI's tend to break off our open borders around the time I want to spread a later religion before many of the buildings become unbuildable because of poor relations. ;(
