How to generate screen shot like this?

Seems this is a in-game screen shot. Could anyone tell me how to view from this perspective? F11 did not bring me to that view point.

Open the file "...\My Documents\My Games\Beyond the Sword\CivilizationIV.ini" in any text editor.

Find the bit that says:

; Allow Camera Flying
AllowFlying = 0

Change the 0 to a 1

Then when you are in game hiting ALT+CTRL+F will allow you to change the camera position using the mouse. By the look af that screen shot the interface was also hidden, which can be toggled with CTRL+I.
