I believe the original post was asking how to get two civs warring WITHOUT being involved yourself. Seems the short answer is you can't.

Exactly. It is very difficult and the strats posted will work only sometimes depending on the traits of the civs (military), agressiveness .... The strat which works fine in one game won't work on another.
