How to keep PA civs from stealing your land plots?

So, I'm playing an OCC Deity game and end up forming a PA with Cathy, which is great because otherwise I'd be dead. But then, after we take out one of my neighboring civs, she builds a city 3 squares away from my city, which in turn takes away 2 squares that I'd been working-- a pasture with cows and a forest with lumbermill. Plus, she then chops down the forest to build a farm! Ugh!!! :mad::mad::mad:

Is there any way to keep PA civs from building cities that would steal production squares from your cities? Normally I wouldn't mind, but for OCC, this is super annoying.
 
Surely your OCC supercity is going to out-culture any crap city your ally puts 3 squares away?
 
Culture doesn't mean anything when competing for land against cities on the same team. If it were anyone NOT in a PA, of course my city would envelope the other city in culture. But for PA cities, you're forced to share tiles.
 
Well, it is annoying, but without PAs, I don't know how else to win in an OCC Deity game. I always fall behind in tech right before the modern era, and without the PA, other civs are gonna get infantry, gunships, tanks, etc. before I do. I think if you do a PA with a civ that's far away from your city, you should be fine. Cathy in this game just happened to be one of my border civs, and Moscow was generating tons of culture so it pushed her borders far enough for her to build that city 3 squares away from my city.
 
By the time you have enough techs to be able to form a Permanent Alliance, shouldn't your culture be stretching 4-5 tiles away from your capital (and lone) city? That should prevent her from putting a city close enough to get your stuff.
 
i did have a lot of culture, but moscow just had more. i didn't build any wonders (is that even possible on deity?) and moscow had 5. she probably had hermitage there too. Our two capitals were like 9 tiles apart, and her capital had 6 of those tiles, and on the 6th tile she placed a new city. without her city there, my culture would've easily spread 5 or more tiles out. even with moscow there, I still had 3 tiles under my control, which means the 2 workable tiles plus one buffer, so it looked safe. i just didn't expect her to put a city on the edge of our borders. oh well, we won the game with a domination victory a while ago, so i'm not going to worry about it anymore, at least not until after my taxes are done... :\
