As a matter of fact it is relatively easy to make an ally, if you haven't blackened your reputation.
In one of my games i sneak attacked scandinavians in the very first few turns of game and destroyed them, so they were respawned and remembered that until modern age and the time when i got tired of their presence and destroyed them (guess who i was never able to make an ally with). It's also good idea to remember if there is a nation that hates you, better destroy them before they have a chance to vote after UN is built...
I must have destroyed my reputation then. In the beg of the game i started slow but once the english attack me i defended my self and grew really fast to get stronger. I had a good chance since England was far away.Then a war with korea happened no idea how it started.
But anyways with my techonlgy advance culture could money and techonlygy influnce better relations?
You can't form locked alliances you have to start the game with them by editing in locked alliances using the editer or playing one of the conquests which has locked alliances.
Most civs can be bribed into military alliances provided your rep is good if:
You are at war already with the enemy
They are not weaker than the enemy
You have techs to offer.
Strong civs will go to war for free.
There is no point in forming an alliance unless your ally is in a position to harm the enemy. It is a good trick to get civs on another continent to fight by declaring war on one and bribing an alliance with another.
I usually bribe people ito wars with others in order to prevent ending up in war with them myself.
If i declare war, i very often had the enemy buy allies against me. So now, before i go to war with a civ, i will buy the whole world against him.
Also did i think it might be possible the AI wont start a war when it is already at war with many enemies, so the more enemies they have the better. But dunno if that is true.
The above 3 mentioned things i have never noticed being needed.
MPPs are useful when the AI won't enter a military alliance with you but will sign an MPP as then you just have to declare war and wait for the enemy to make the first attack and then the other AI will be forced into the war.
