1 city islands aren't too bad if you have 3 Seaport resources. In that case, I'd rush the Seaport. Don't settle it until you can get Seaports! Anything less than that is a waste of happiness. You could grow it up and use unemployed citizens for production, then build a Market and Bank to make it a gold city, but the ROI is probably still a lot less than a standard city.
