How to mod a mod?

Hi, I have very basic knowlege of modding civ 5, for example, I mod the min city spacing from 2 - 3 in global defines so the AI cant clump cities so tight. However, I do not know how to do more complex things like make my own buildings, units, wonders, fix AI behavior etc.

So, When I find a mod that has most of what I like, but has aspects I want to change such as reducing the cost of a building/unit or changing a combat strength, where do I go to edit that? To edit Civ 5 directly, its like assest/xml/ then whatever you want to edit but when I open a mod folder I dont see units/buildings/terrian etc. Anyone able to help on this?
 
The files don't have to be in any particular directory structure, and changes to many tables can be in one file. Just root around in one.

However, if that thing isn't modded in that mod, there may be no reference to it. You would want to either add the changes you want, or make them a separate mod that you use along with the other mod.
