How to play BTS mods without worldbuilder enabled?

This question is mainly about RFC, but does extend to most other content. How do I create a game that doesn't allow access to worldbuilder. I want to get the real experience from a game, but unfortunately I feel like a kid trying not to eat a piece of candy. It's pathetic, but whenever I'm in a jam I'm always tempted to open up worldbuilder which defeats the purpose of playing on harder difficulties.

Tick Lock Modified Assets in Custom game. That should normally do the trick. Not sure about Mods though.
