how to play scenarios with cities to begin with

when i download a scenario and try to play it later its not what i think it is. In civ2 the WWII scenario the game started off with cities and armies already in place. It doesnt seem to be that way with civ3. When i double click on the scenario icon and go through all the world changes and pick my civ i begin like any other game with 2 units and no cities. Whats up with that? Am i stupid or somethin? How do i start off with cites and stuff like civ2? If anyone can assist me please do. Thanks.

Presently the editor for Civ3 doesn't allow scenario creation, at least not in the sense that it did for Civ2, with preset cities and units. However, there are save game editors available that allow you to add new units and maybe even improvements, so that with a bit of work one could create a true scenario. In fact, I think someone already did this, called the Modern Warfare Scenario.
