How to prevent two civilizations from using the same name for a city?

I know that if Polynesia is present in the same game as the United States, the latter will not be able to found Honolulu. In that sense, I would like to replicate the same but for my own mods that add civilizations.

Doesn't that happen anyway, regardless of whether it's a modded civ or not?

Yeah, this should happen already - it's the same thing that keeps you moving down the city list instead of always founding cities with the same name as your capital
