How to use barbarians as settlers?

Most of the times when I capture a barbarian city is razed without being asked by the game. Why is that?
 
Sometimes you can deduce a barb city has 'appeared' because wandering barbs suddenly beeline towards it to man it.

I had an instance where I was about to get my ass handed to me by some wandering barb archers when they did an about face and marched away, I then discovered this new barb city just inside the fog, a little time later the barb city starts cranking out troops which head in my way but it was belessed relief at the time.
 
Yes, they will do that. If there are defending Barb units that spawned in an area and THEN a Barb city pops up, they will go to defend the city until the city defense unit limit is reached (typically 3-4).

Strangely, barbs do not build siege weapons.

Barbarians if left alone an unmolested and WITHOUT a target will build buildings/wonders/workers/settlers like a normal CIV. Their penalty / bonuses are similiar to the AI CIV's, but it appears that they get a bonus on building attack units.

That's why we people settle the new world, they're swarmed, because the INSTANT an AI or human player is attackable, the Barbarian code shifts into attack unit production.
 
Having started this thread, I feel obligated to report a relevant observation. I just had a barb city form where only 6 of the 9 tiles were in the fog of war. (The center was in the fog of war, but three tiles near one of my cities were visible to me before and after the city's spawning: I reloaded to confirm.) This would imply that for this strategy to work, you'd have to have blue circles exactly where you want them and keep only that blue circle (in the general vicinity, of course) under the fog of war.

Of course, the bigger problem with this strategy is that only rarely do I find that I agree with the blue circles these days.

well, you could choose another tile
I'm pretty sure the barbs will build a city in time, even with no blue circle.
In fact blue circles appear only were you can build a city, so for the barbs, "blue circles" will show as best location those you allowed.
Requires a lot of fog busters, though:( .
