How to use bug with other mods?

I used the bug mod install option so it integrates itself into bts and I don't have to load it as a mod. But now I am trying to run the 40 civs mod and every game I start says this error: BugInit - cannot find XML file for mod init.

Then I can play the game but all the interface is gone. Is it possible to use bug with other mods, without merging them at a code/dll level?
 
I got a little further, I noticed in the ini for 40 civs mod that custom assets folder was not being used. Enabling this however seems to ignore the mod, as I can't add more than 18 civs to a custom game. It seems like it just loaded all the bug dlls. Is it possible to get these mods to work together?
 
Ok I'll describe it as best I can.

I'm running windows 7. Using BTS final patch 3.19.

I installed bug mod 4.4 and chose the single play custom assets folder option. So now I have under this folder C:\Users\Mark\Documents\My Games\Beyond the Sword a BUG Mod folder, and under C:\Users\Mark\Documents\My Games\Beyond the Sword\CustomAssets\python there's a BUG and BUFFY folder.

I downloaded the 40 civs mod v6 from here: http://forums.civfanatics.com/showthread.php?t=234779

I unzipped this to C:\Program Files (x86)\Firaxis Games\Sid Meier's Civilization 4\Beyond the Sword\Mods

In the BTS start up screen I select advanced -> load a mod -> 40 civs.

The mod loads fine but when I start a game I get the error BugInit - cannot find XML file for mod init and there's no interface like this:






Now the 40civs mod has an ini call 40civs.ini and it has this entry:

; Custom XML and Python from user folder are not loaded
NoCustomAssets = 0

I changed the setting to 1 and it loads the bug mod then, but breaks the 40civs mod, I think because it no longer uses the custom dll or something. 40civs in the assets folder has CvGameCoreDLL.dll.
 
I think I got it. I simply backed up the normal CvCoreGameDll and replaced it with the 40 civs one. So now it loads 40 civs without loading it as a mod and bug seems to be working.
