How to use the new terrain improvements?

Curious about what people think about the towns plus universal sufferage/Free Speech versus workshop and watermill spam on State property. My gut reaction is that the state property route is useful if you intend to make war (lots more shields for military units), but that the towns/democratic civics route is better if you intend to peacefully win a space race or diplomatic victory due to the technology boon it represents. Of course, you CAN do both, and optimize some cities for science with towns and some for production with workshops.

Floodplains with towns on them. (+ Financial trait). The tiles have been that productive since about 1200 AD (making me a run away tech leader since the medieval era) and each town gives me 9 base commerce, modified by a market, grocer, bank, library, 3 kinds of monastaries, an academy, an observatory, a university... and maybe something else I forgot. Prince difficulty level, and I completed the tech tree by 1800 AD.

So, I think cottages are great and should be put on any floodplain and any grassland without fresh water. :)
