How would you make having a strong navy more meaningful in VII?

I think its commonly accepted that having a strong navy is close to pointless in VI and the only use of having any ships at all is exploration. What would you do to make it more meaningful and important in VII?
 
IRL the main purpose of navies has always sprung from the need to protect maritime trade. All the great naval powers - for example, Britain, Venice, USA, Athens, etc - have had huge links to coastal shipping. We so happen to live in a weird time where the USA dominates most shipping lanes and enforces free movement, which can make this whole trade principle easy to overlook. But I would suggest it's the sea trade that is so vital.

In Civ6, an inland city could simply place a harbor 3 tiles away and get most benefits of being on the sea. Trade routes were so simplified that having coastal infrastructure for sea trading was simply unnecessary in most cases. And the fresh water issue was extremely punishing.
The first step would be to change that around and give some compelling, long term raison d'etre for building right next to the water and sending trade vessels over water. The naval game will grow out of wanting to control the trade and the cities involved.
 
Parking your ships close to an enemy coastal city during a war should automatically start an embargo to that city. That way navy could bankrupt/starve cities unless defending empire has a navy to protect its coasts.

I remember Civ 4 having something like this and Europa Universalis.
 
In civ 5 there was the - Privateer.
That unit had the Prize Ship promotions, which gave it the ability to capture cities. This meant you could make yourself an entire armada out of one privateer unit.
How about something similar like that but in Civ VII? Civilization 5 2? Yes ?
 
Navies are always going to be meaningless, unless there is a powerful and omnipresent (!) naval trade system which is vital for all coastal cities and coastal empires, every disturbance of which (pirates included) is disastrous.

Ideally there should always be the need for naval trade, which should always give the need for some orotection against oirates at least, not to mention the ability to really ruin enemy empires by naval blockade.

Even on pangea naval trade and warfare should be important. Cases in ooint: Spain, France and Nethelrands had massive naval wars desoite being neighboring land countries. Same with Italian city states, Greek city states, Hansa vs Denmark etc.
 
For me Civ III had the best shipping/fleet system of all the installments. Amphibious activities are important in trying to settle cities overseas. Lets bring back embarking units(including workers and settlers) on vessels. Aiding this should be an early revealed map. Like maybe in the Discovery Era. Instead of waiting to finish Satellites. Combined Fleet. A Naval Battle group centering around a Super Carrier, with Battleships, Destroyers, Cruisers, Amphibious Ships(including Transports), and Submarines as support units. Cruise Ships. These can be very vital in boosting tourism. But attracting immigrants from other Civs. Ellis Island could be a a unique coastal building for America.
