Huge Island plates map = huge islands with 3+ Civs?

tldr; every time I start an Island Plates map I start on a relatively large island with three or more civs. Shouldn't the landmasses be smaller? Why would the achievement name be 'Island Hopping' otherwise, considering with 12 civs there would be a minimum of 4 islands needed?

Every time I start an Island Plates map I start on a relatively large island with three or more civs. I don't know if there were more than three civs because I restarted as soon as I encountered civs on the same landmass. I figured I would try a game with Norway (buffed in the summer patch) to get the Island Hopping achievement. I love playing island maps, but had been using the better 'Detailed Worlds' map set to play archipelago maps. I've been restarting to get a small enough island so that I'm isolated at the start; this is what I expected the map script to consist of, but I'm getting only larger islands.
I'm wondering if anyone can confirm they have the same "issue", whether it was like this before the patch or not, and how they experienced getting the Island Hopping achievement.

Settings I use, for those who want to check:
Norway vs 11 random civs (default)
30 city states (more than default)
Huge Island Plates map
Online speed
Start and resources at max
Water level high

Island Plates maps do seem to include more 'clumping' and larger landmasses than island maps in previous Civ games. That said, it still is much more broken up than a continents map. Part of the issue here might be the number of civs - I think the default setting for the number of civilizations given a particular map size are too high by approximately 2. With 12 civilizations on a map you are going to have a decent chance of ending up on a landmass with 1 or 2 others, though plenty of times you won't.

Maps need a vast amount of work IMHO. More variety (highlands would be nice) and civ placements as well as options that seem to work as in Civ 5.
