I once read that Genghis Khan said something similar to "Through lies I have led my people, and through lies my country can eventually gain wisdom," or something generally in that direction. I'm not entirely sure if another Khan said this because I can't find it anywhere.

Routine Internet search comes up zilch. It sounds apochryphal, like a rival deliberately misquoted him.

He said this shortly before he died after being encircled in the Po river valley.

Never heard of this. Most historical quotes are probably fictional anyway.

"I found Rome a city of dial-up and left it a city of broadband." ~ Gaius Julius Caesar Augustus

"Never trust quotes on the internet" - Abraham Lincoln

No, it was different. Like Vladimir Lenin saying "There are no morals in politics; there is only expedience." I might have read it at Brainyquote, but his page there seems to have been deleted.

"Have it your way!"- Charlemagne

For full effect, make it Gaius Julius Caesar Augustus Baltar.
