Get the Revolution mod (or a mod tha contains it such as WolfRev). Really spices things up. Oh and play as Sitting Bull. Actually, SB is really good for playing Rev for the first time. Those emergences can be really scary...

Easy. Vassal like 2-4 civs and build the UN...or just run religion and get big enough such that people who like you vote you in the normal way.
