I captured the last Japanese city some time ago. Their civ persisted, so I searched until I found their last galley, which I promptly sank. Still I'm technically at war with them. I used C3MT to search for any remaining Japanese units or cities, but there are none. Now some of the conquered cities are in unrest over the prolonged war with their motherland. Is there anything that I can do to make the computer recognize that the Japanese are gone? Would the fact that I have numerous captive Japanese workers be a factor? Using C3MT they seem to be recognized as being in my possesion, but does the program look for possesion of units or nationality when it checks to see if there are units of a civ remaining?
 
My guess would be that they still have another settler on a boat somewhere. You could try to sign a peace treaty. Someone else will probably take them out.
 
They refuse to talk to me, so I can't offer a treaty. Anyway, I used the "filter" function of the Civ3 Multitool to search for remaining Japanese units and there aren't any left. So far the C3MT utility has been reliable for me, so I'm wondering if this is some sort of bug in the program. I'm also wondering if the program might be considering my Japanese labor to be remaining Japanese units.
 
I think the game used to crash as a result of sinking the last settler of a civ on a boat. Maybe this is the 1.17 version of that bug.
 
Try this: place a Japanese settler next to your war unit and kill it off. Then see if the Japs die.
