I can't change the diplomats&spies mission's cost modifiers, but I'm 100% sure I WAS able to change them a few months ago.
plz download this image and it will clearify everything.
I also ask you to post here the suitable image of your diplomats&spies screen, if it is different than mine.

well mine's certainly different. That is wierd. Did u change patch version (is it 1.29f) / international game version (i.e. you were playing the English version and are now playing French)?

I just didn't install the patch...
now it works.
